Just seen this…. Mathematically both answers are correct. Zero is a non-number, it both exists and doesn’t in mathematics. It is a value that is used in calculations and so can be used in a decade calculation but it also doesn’t exist.

When counting you don’t count zero, as there isn’t anything to count. You only really use zero when you are removing things rather that counting. “I had one now I have zero” works better than, “I had zero now I have one”.

So, although technically the first decade would be 1 to 10 and second decade 11 to 10 etc, it is easier to call the decade at the 10, 20, 30 year mark as visually it is better.

I’d go with the 1st decade being 9 years long. A decade isn’t as formal an era as a century.
